China’s Global Governance Initiative: Reforming Multilateralism in changing International Order

This report reflects on discussions held during an Open Consultation Mondays session convened by the Global South Perspectives Network (GSPN) on 11 May 2026. The conversation focused on China’s Global Governance Initiative (GGI) and what it might mean for the future of multilateralism and international cooperation.

Participants agreed that the GGI emerged at a time when the global system is under strain. There is growing frustration with how international institutions operate, particularly around issues of representation, fairness and their ability to respond effectively to modern challenges. Against this backdrop, the initiative is best understood not as an attempt to replace the current global order, but as an effort to reform and improve it.

The discussion highlighted several forces driving this shift, including the rising influence of countries in the Global South, concerns about inconsistent application of international rules and gaps in governance on issues like climate change, inequality and new technologies. The GGI also forms part of a broader set of Chinese initiatives that together promote a vision of cooperation built around the idea of a shared future for humanity.

At its core, the initiative emphasises familiar principles: sovereign equality, stronger multilateralism centred on the United Nations, inclusive participation and a focus on practical outcomes that benefit people. Many of these ideas are not new, having long been championed by countries in the Global South. What makes the GGI notable is that these ideas are now being advanced by a major global power.

At the same time, important questions remain. Participants expressed uncertainty about how the initiative will be implemented in practice and whether it reflects shared global priorities or primarily national interests.

Overall, the GGI is still taking shape. Its real significance lies in prompting renewed debate about how global governance should evolve and whether a more inclusive and genuinely multipolar world is possible.
